Cyprus Aeterna - Eternal Cyprus
The ceramic mural in the antechamber of the building of the House of Representatives is a significant monument, to which special reference must be made.
The work bearing the title “CYPRUS AETERNA” (Eternal Cyprus) symbolising the centuries-long history and the multifaceted culture of the country was designed, painted and overseen by Sigmund Pollitzer.
Sigmund Pollitzer was a British man who arrived in Cyprus in 1948 and settled on the Kyrenia coast. The artist was chosen in 1955 to decorate the antechamber of the Public Information Bureau of the colonial administration, the current premises of the House of Representatives.
Drawing inspiration from Cypriot artistry that dates back millennia, he created a large mural, made of eighty-four plates and one hundred and seventy-one ceramic tiles, all hand-painted, covering an area of five and a half metres in width and two and a half metres in length. The mural was constructed at “Keramey’s Pottery” in the village of Agios Georgios, in the Kyrenia District. A smiling sun beams at the centre of the mural, marking its perennial presence on the island.
On the left part of the mural, one can spot a ceramic idol in the shape of a female (1400-1200 BCE) with a bird’s face and large earrings. It is a Cypriot deity of eastern origin.
A byzantine church is depicted on the left and below, resembling Saint Jacob’s church in Trikomo.
Below the sun, a row of five different forms of vessels of the Early Bronze Age (2200 – 2100 BCE) is depicted, while to the left of the sun an oversized coin of the Hellenistic Period is painted on a tile, depicting a crowned Aphrodite. Below the coin is a Corinthian column capital, similar to the ones found on the ancient site of Salamis in Cyprus.
Αbove and to the right, Saint Mamas, the patron of shepherds, is depicted riding a lion and carrying a lamb, just as in Orthodox icons.
The word “Cyprus” is written in Arabic script and Cypriot Syllabary to the left and right, respectively, of the mural’s centre.
Just below is a cruciform idol (3800 – 2400 BCE) and below to the left the upper part of a mosque is depicted, which is historically the most recent element among those that are presented in the mural.
The central mural is framed by tragic and demonic masks, similar to those used by actors in ancient Greek theatres.
The background to the mural alludes to the landscape of Cyprus and to the typical amber colour of the Cypriot soil, while the impressive green tiles resemble the green environment found in the Troodos mountains.
As the artist himself once stated: “I wanted to include a wide range of elements in one work to honour Cypriot art”. The combination of all of these cultural elements is a clear indication of the island’s multicultural character, as well as of how the artist conceived it and succeeded in capturing it in his work.

Mrs Annita Demetriou, is the first woman and the youngest person to serve as President of the House of Representatives of the Republic of Cyprus. In 2016 she was first elected as a member of parliament and re-elected in 2021. She was also elected as President of the Democratic Rally (DISY) party of Cyprus on March 2023.
She holds a university degree on Social and Political Sciences as well as a postgraduate title in International Relations and European Studies.
She is an Ambassador of the global network of women politicians - Women Political Leaders (WPL) and represents Cyprus in the Inter-Parliamentary Union (IPU).
She participates in the Conference of Speakers of EU Parliaments (EUSC), in the European Conference of Presidents of Parliament of the Council of Europe, the Euro-Mediterranean Parliamentary Assembly (EMPA), the Conference of Speakers and Presiding Officers of the Commonwealth as well as in the Conference of Presidents of Parliaments of Small European States.
She aims for and strives towards the advancement of parliamentary work, the modernisation and digital transformation of the functioning of the House of Representatives as well as the strengthening of the communication with the citizens, within an interactive framework. Coat of arms
The coat of arms of the Republic of Cyprus bears a white dove with an olive branch in its beak. The dove is emblazoned on an escutcheon in bronze, the colour of the metal directly connected with the long history of Cyprus. The lower part of the escutcheon bears the number 1960, that being the year of establishment of the Republic of Cyprus. The escutcheon is framed by two intersecting olive branches in olive-green colour bearing fruit, that constitute symbols of peace along with the white dove.

It had been used by the then colonial administration as the public information bureau, until the Independence. New wings were constructed gradually to meet the increasing needs of the House, while the hall of the Plenary was fully refurbished.

At midnight of the night from 15 to 16 August 1960, Cyprus ceased to be a British colony and became an independent Republic. At an official ceremony on 16 August, the last British Governor, Sir Hugh Foot, handed power over to the first President of the newly established Republic of Cyprus, Archbishop Makarios III and its first Vice-President, Fasil Küçük, who were elected to the State’s highest offices at the first presidential elections on 13 December 1959.


The Constitution of the Republic of Cyprus provides for a clear separation of powers. Executive power is exercised by the President, the Vice-President and the Council of Ministers, judicial power lies with the courts of the Republic and legislative power is exercised the House of Representatives and the Communal Chambers.


The Zűrich-London agreements and the Constitution of the Republic of Cyprus contain provisions for the establishment of two elected Communal Chambers, a Greek and a Turkish one, which deal with all educational, cultural and religious matters concerning the two communities.


The first parliamentary elections took place on 31 July 1960 and, on 7 August 1960, elections were held for the Communal Chambers. The elections followed a majority system on the basis of colonial legislation. The number of Representatives was fifty, according to the Constitution and, out of those, thirty-five (70%) were elected by the Greek Community and fifteen (30%) by the Turkish Community.


The newly-established House of Representatives faced problems in its normal functioning ever since its very beginning due to the Constitution’s shortcomings. Having been elaborated by a mixed constitutional committee, the Constitution given to Cyprus ensured citizens´ basic liberties and rights, but contained divisive elements, which restricted right from the start the state’s smooth progress and development. Provisions to that effect include, inter alia, the right of veto of the Vice-President of the Republic, the election of separate municipal authorities by each Community in the five larger towns (except Kyrenia where there lived but a few Turkish Cypriots) and the separate majority of Greek Cypriot and Turkish Cypriot Representatives needed for the amendment of the electoral law and for the adoption of any law relating to the municipalities or imposing taxes and duties. As a result of this provision, a small minority of Turkish Cypriot Representatives has the right to overturn the will of the majority. Using this right in 1961, the Turkish Cypriot Representatives voted against the Bill for extending the duration of the Tax Law in force and subsequently also against the Income Tax Bill, leaving the Republic without relevant legislation for four years.


After the intercommunal strife of December 1963, the fifteen Turkish Cypriot Representatives withdrew from the House and their seats have since remained vacant. All Turkish Cypriots holding public office or working in the civil service also withdrew from their posts. The House continued to function, since, according to constitutional provisions, it can deliberate if at least one-third of the total number of Representatives is present.


Important developments took place on the Cyprus political scene in the years that followed. The posts vacated by the three Turkish Cypriot Ministers, who withdrew from the Government, were taken over by Greek Cypriot Ministers and the competences of the Supreme Constitutional Court were transferred to the Supreme Court. In March 1965, the House enacted a law, through which the legislative powers of the Greek Communal Chamber were transferred to the House of Representatives, competences on educational, cultural and teaching issues were transferred to the Ministry of Education, established by the same law and the rest of the Chamber’s administrative functions to other relevant Ministries.


Due to the irregular situation caused by the dramatic events to 1963, the next parliamentary elections were not held in July 1965, but only on 5 July 1970, with the Representatives´ term of office being renewed every year through relevant legislation. The coup d´ état of 15 July 1974 and the Turkish invasion of 20 July 1974, the occupation by Turkish troops of 37% of Cyprus´ territory and the violent expulsion of about a third of the population from their homes and properties resulted in the elections being postponed yet again. The next parliamentary election in the Republic of Cyprus was held on 5 September 1976.


In the terms of office that followed, the House took another task upon itself: the enactment, in cooperation with the executive, of special legislation for the equitable distribution of burdens brought about by the Turkish invasion and occupation, as well as of other legislative measures aiming at the restoration of the country’s economy and relief of the displaced, other victims and the relatives of missing persons. The House has since been taking active part in the people’s struggle for finding a just and viable solution to the Cyprus problem at both the local and international level.


The decision taken by the House on 20 June 1985 to increase the number of its Representatives to eighty constitutes an important landmark in the Parliament’s history. Fifty-six of them would be elected by the Greek Community and twenty-four by the Turkish Community in order to preserve the 70:30 ratio provided for in the Constitution. This decision was taken invoking the law of necessity, since the Constitution calls for separate majorities of Greek Cypriots and Turkish Cypriots in the case of the relevant amendment. The increase in the number of Representative’s was required ipso facto, since, due to the multiplication of the Parliament’s activities and its participation in several international parliamentary organisations, the fifty existing members could no longer carry out the work of the Legislature properly and especially that of parliamentary committees.

The House of the Citizen was inaugurated in the centre of Nicosia in 2019.


The “House of the Citizen” is a historical building in close proximity to the House of Representatives and the Cyprus Archaeological Museum. The building, according to title deeds issued by the British colonial administration of the island, was initially registered in 1926 and is a typical example of the colonial architecture of the time, incorporating local elements and materials in its design. It is a building strongly connected to major events that have shaped the modern history of Cyprus: it was the residence of the first Attorney General of the independent Republic of Cyprus, Criton G. Tornaritis serving from 1960 to 1984 and as such, functioned as a meeting place for discussions on the Constitution and the drafting of legislation for the newly established Republic. In 1969 the building was used as seat for the work of subcommittees examining constitutional and local government issues. These subcommittees were convened in the context of intercommunal talks held between the two communities of Cyprus under the auspices of the United Nations, between 1968 and 1970.


Following the 1974 invasion and subsequent occupation by Turkey of the northern part of the island, the building was used for the housing of families of refugees, as about 220 000 persons were internally displaced and in need of immediate shelter. In 1986 it was declared a “preserved (listed) building” by the competent government authorities. However, in the decades that followed, it was gradually abandoned and left in destitute. In 2018, the House of Representatives took the initiative to restore the building thereby providing a physical and innovative space to facilitate citizen’s direct interaction with the House of Representatives through the innovative institution of the “Parallel Parliament”.


Following its restoration, the building is now equipped to host exhibitions, meetings, as well as press conferences and a variety of other events. Furthermore, it is electronically connected to the House providing direct access to information, ranging from the ongoing legislative work of the Parliament to its history and its digitized library.


The newly restored building enjoys a dominant position in the centre of Nicosia, just outside the walled part of the old city, only a few metres away from the buffer zone that splits the capital of Cyprus in two. Its restoration and use make it an easily accessible new point of reference for citizens, providing added value to an area with pre-existing cultural and administrative sites, including the Cyprus Archaeological Museum and the Nicosia Municipal Theatre.
